"In the next 100 days, the United Progressive Alliance (UPA) government has decided to inject Rs 1 trillion in the Indian economy to stimulate internal demand to keep it insulated from the world recession. The Indian response was jittery. Shortly after the protest began, it blocked all text messages in the state." Would the government be able to do this if there were more than one cell provider in the region?
